Korea Model: A Blueprint for Water Security

Prime Minister Narendra Modi’s praise in Mann Ki Baat for Chhattisgarh’s Korea district water conservation model marks a pivotal moment in India’s battle against groundwater depletion. What began as a local initiative under the “Catch the Rain” and “Mor Gaon Mor Pani Maha Abhiyan” campaigns has now become a national exemplar, with even the Union Jal Shakti Minister recommending it for replication. This grassroots triumph in a district with 1370 mm annual rainfall yet severe runoff challenges underscores a simple truth (sustainable water management thrives on community ownership, not top down mandates).

The Korea model’s genius lies in its “5% rule”, farmers voluntarily dedicate 5% of their land to stepped recharge structures, soak pits and MGNREGA supported works. Women as “Neer Nayikas”, youth as “Jal Doots” and gram sabha’s as decision hubs turned planning into action, reviving 440 traditional ponds and adding thousands more structures. The results speak volumes, 2.8 million cubic metres of groundwater recharge in 2025, equivalent to 230 large ponds or 1800 small ones, and a 5.41 metre rise in water tables per CGWB reports. By 2026, over 20,000 structures are complete or underway, blending science with participation.

District Collector Chandan Sanjay Tripathi captures it best, when communities pledge to save every drop, outcomes are lasting. This model proves that decentralised, incentive driven approaches can reverse hydrogeological decline even in rain rich but recharge poor areas.

For a water stressed India, Korea offers a replicable template, integrate MGNREGA labour, scientific mapping and social mobilization to create micro watersheds. States must scale it with subsidies for pits and ponds, training for “Jal Doots” and real time monitoring. The Prime Minister’s endorsement elevates it from local success to national imperative. In an era of erratic monsoons and rising demand, Korea reminds us that water security is not a government handout but a people’s pact. If replicated nationwide, it could recharge more than aquifers; it could recharge faith in collective action.
