Chhattisgarh, long known for its rich culture, dense forests and mineral wealth, is reimagining itself as a knowledge driven, progressive state. In the 21st century economy, societies succeed when they combine advanced knowledge, technical skills and a culture of innovation. Guided by Chief Minister Vishnudev Say, the state’s Center of Excellence initiative aims to convert traditional higher education into modern launchpads for youth aspiring to global careers.
Bridging the skills employment gap
Higher education in the state has often emphasised theory over practice. As a result, graduates hold degrees but lack industry ready skills in areas such as artificial intelligence, digital technologies and data analytics. Students from tribal and rural areas are especially disadvantaged by limited access to labs, modern infrastructure and global mentorship. Following the National Education Policy 2020, the government has moved to bridge this gap by establishing research oriented, multi disciplinary institutions.
This is not rhetoric. A clear budget and phased roadmap back the plan. Thirty six key colleges with over 3,000 enrolments will be upgraded as Centers of Excellence. In the first phase, Rs 3 crore is allocated per college for 25 institutions, with larger grants up to Rs 15 crore for lead colleges in subsequent phases. State level research and innovation schemes will fund faculty and student projects to meet global research standards.
Five pillar architecture
These centres will rest on five practical pillars that align teaching with employability.

Advanced laboratories. International standard lab facilities in science, computer science, technology and agriculture to promote learning by doing.

Digital learning centres. High speed internet, smart classrooms and e libraries to connect remote and tribal students to global knowledge resources.

Research and innovation labs. Focused on local strengths such as tribal arts, herbal medicine, agriculture and mining to convert local research into global recognition.

Skill oriented training. Coding, IT skills, entrepreneurship and incubation cells to make students market ready.

Career and placement guidance. In house counselling, campus placements and structured support for competitive exams such as UPSC, CGPSC and banking.
How benefits will reach students
The initiative focuses on institutional empowerment rather than individual scholarships. Regular students of selected centres will access these facilities without extra fees. Transparent registration will open pathways to skill development, research and incubation programmes, designed to prevent bureaucratic hurdles for rural and remote students.
Curbing intellectual migration and boosting the local economy
By offering national level facilities within districts, the plan reduces the compulsion to migrate to distant metros. Local availability of quality education will encourage young people to start enterprises and create jobs at home, turning Chhattisgarh’s economy from local to global while retaining wealth within the state.
A leadership vision for job creators, not job seekers
The Chief Minister’s message is unambiguous: Chhattisgarh’s youth have talent; with the right opportunities and modern resources they will not merely seek jobs but also create them. The Center of Excellence scheme aims to build capacity for employment generation rather than employment seeking.
